Per operator clarification, EMERGENCY status is a recovery signal, not a not-selected signal. Reverting prior ACTIVE auto-revert (which incorrectly applied POSSIBLE_NOT_NAMED logic). True signal: fitness test PASSED + named in 26-man squad but not final 22 — functionally RECOVERED.
